Municipal Unit for Prevention and Autonomy

The MUPA Project, located in the Ourives neighborhood, aims to provide housing stability for individuals who are newly homeless (for less than a month and for the first time). The project offers 28 places and seeks to promote autonomy and ensure the transition of residents to independent housing alternatives through support from a technical team.

With a time-limited duration, the intervention is expected to last a maximum of 6 months. However, the project’s flexibility allows for individualized assessment of each case, acknowledging that the specific needs of each resident may vary. During this period, skills will be developed in economic management, workplace inclusion, household management, and engagement with social and health services.

Eligibility Criteria

  • Be newly homeless (for less than a month and for the first time);
  • Be 18 years of age or older;
  • Have a residence address in Lisbon;
  • Be self-sufficient for basic life functions;
  • Have regularized documentation status;
  • Express a clear willingness to be admitted and agree to the operational rules of the Municipal Unit for Prevention and Autonomy, participate in the development of an individual development plan, and accept the supervision provided by the project’s reference technician.
